  OFFICE OF MANAGEMENT EMPLOYEE SERVICES OVERVIEW  

The Office of Management Employee Services is responsible for:

  • Employee Discipline

    Ensures that discipline is consistently applied throughout the Department of Public Works in accordance with applicable laws, rules, regulations, and court decisions.

  • Personnel Documents/Layoffs

    Processes all appointments, placements, salary and bonus determinations, and layoffs throughout the Department of Public Works in accordance with City of Los Angeles requirements.

  • Employee Relations

    Represents the Department of Public Works at Memorandum of Understanding (MOU) negotiations; interpret MOU provisions for Department employees at all levels; trains managers and supervisors in grievance handling; and prepare and issue all Department-wide Personnel Directives.

  • Equal Employment Opportunity

    Ensures that the Department of Public Works' personnel practices are in accordance with City of Los Angeles, State of California, and Federal laws, rules, and regulations governing equal employment opportunity (e.g.: Americans with Disabilities Act, Civil Rights Act); and investigates and resolves discrimination complaints.

  • Department Advocate/Advisor

    Represents the Department of Public Works at hearings (e.g.: arbitrations and disciplinary hearings) related to the above activities to ensure the Department's interests are articulated and protected; and advises managers and employees on the full range of human resource issues to ensure compliance with applicable rules, regulations, and laws.
