Who is eligible to bid on these projects?

For public improvement projects, bidders must possess a California state contractors license that is current, active and within the field and scope of the project.

For service contacts, such as a sidewalk cleaning project, no specific contractor's license is required. See the bid documents for the project that you are interested in for more specific information.
