OneSource Replacement Operator

This Request for Proposals (RFP) is being released to create a list of qualified replacement operators for the City of Los Angeles OneSource Youth Opportunity System. The Workforce Investment Board has instructed CDD to maintain a list of qualified OneSource Center replacement operators. This RFP is seeking proposals for replacement operators for all areas of the City. The City of Los Angeles is geographically divided into seven Service Delivery Areas (SDAs) – North Valley, South Valley, Central Los Angeles, East Los Angeles, West Los Angeles, South Los Angeles and the Harbor.
The scope of work for a new replacement operator selected from the RFP qualified list may fall into two distinct categories; provision of services at an existing location and/or provision of services at a new center location. Some current operators own the building they occupy; therefore, assumption of the facility lease would not be an option. Proposals will be accepted only from workforce development service providers with experience managing WIA funds and serving youth in the Southern California region.
